The minsoc project includes the Ethernet mac project, and provides options for Spartan 3 and the starter kit. Note that depending on your board (there are versions of the starter kit with different Spartan 3 parts on them) you may need to edit the provided ucf file. You will also need to download the tool chain to compile the software. There is a small test program that sends an Ethernet packet and forwards any received Ethernet packets to the UART. Note that this only sends Ethernet packets and not IP packets, but it's a starting point. If you create an initialized block ram with the software (see Ravi's post in http://opencores.org/forum,OpenRISC,0,3628,0) you should be able to drop it into the project, program your board and see the packet in Wireshark or any similar program when you hit the reset button.
